Can't work it out... drunk, or just stupid?

I'm thinking she's just stupid! Scary to think people like this are driving on the roads!

I don't understand why she kept moving her car beyond the first time. The first time is understandable because it wasn't on that side and she assumed it was on the other side but afterwards she just kept repeating the process like it was going to magically appear or something??
