You see the only problem with that is, the black market would thrive more then any other illicit drugs atm. As there are a sh!t load more poeple addicted to tobacco then speed/meth/coke/pot etc Outlawing it would just make policing it a hopeless job, think back to the American prohabition, see how well that worked? people still got teir alcohol, and the organised crime just got filthy rich. What the tobacco companies have got ging for themeselves, is a good money making scheme, the own the ciggerettes, and they also own the "stop smoing devices" like patches and the smokeless electronic cigerettes, so they make money if people keep smoking, and also if they try to stop smoking, and make all their money becasue people have a habbitual addiction to the drug.
