yes.

unless the work that you're performing requires an engineers assessment approval, in which case you need to be a qualified welder.

Over a hole is a dangerous place to be doing your welding, but I suppose that if you wanted, you could construct a platform over the hole large enough to accommodate you, the chassis, and your welding gear. Providing that correct PPE was worn, including a safety harness, I think you'd be ok.

I'm thinking perhaps a rig like the one shown in this diagram.
Obviously those individuals on the left are engaged in unsafe horseplay, and should not be imitated.

It's my understanding that any chassis welding needs to be done by somebody specifically qualified.

yeah but wouldnt he then need working at heights and confined space certs and all relevant permit to work paperwork??
