you wont need a 'volt reader'. just a 12 volt test light. first work out the current draw from the EBC and if it is below 10 - 15 amps you can just splice into the wire for your ciggy lighter. get yourself behind the dash panels to the wires first, clip the ground node for the test light to some exposed metal (or the key when its in the ignition) turn the key to 'on' and probe the wires until the test light lights up. check if this is a constant or accessories power by leaving the probe in the wire and turning the key off. if the light goes out you have an accessories power source which means the EBC will turn off when you turn the car off. im not sure if you need a constant or accessories power for your application but i would guess you need an accessories. however if you need more than a 15 amp current you may have to splice power from a more powerful source like your radio but in doing so you could run the risk of introducing engine noise to your stereo.
Cheers.

A multimeter is about $20 from supercheap and does more stuff that you will likely ever need.
IMO the best $20 you can spend on tools/cars.
