Yeah only because Turn 10 haven't made anything else other than Forza 1, 2, and 3. From the time GT4 was released up until now PD have released Tourist Trophy, GT HD, GT5P, and GTPSP while still working on GT5.
GT:HD was a quick little demo that was just GT4 in HD. it had a handful of cars and 1 track, all running on the GT4 engine. a few months work tops, as all they had to do was slightly update the graphics and make some new menus. GT5:P wouldve been even easier, as they just took their running version of GT5 and released it as GT5:P, minus most of the cars and tracks. its like other developers releasing demos - they just take a part of the already made game and release it, not much work needed at all. only thing is they dont charge $60 for it unlike polyphony. GTPSP, well its just a PS2 port, but with the career mode taken out.

I must admit the tuning side is better, and so are the exhausts notes, but what I look forward to the most when playing racing games is the amount of cars I can choose from. Gran Turismo annnilates Forza in this area.
you prefer quantity over quality, im the other way. gimme 400 cars with full damage, full interiors, awesome graphics, and theyre all cars that i would actually want to drive, over 1000 cars consisting of about 30 evos, 30 skylines, 30 silvias, and then 500 daihatsus/daewoos/hyundais any day of the week.
i got to about 90% or so in GT4, and i reckon i only used about 50 of the 800 cars, purely because i didnt want to race in 60kw FWD econoboxes. who wants to race a car that does 0-100km/h in 25 seconds? i wouldnt in real life, let alone a game.
