DARWIN teen who had his car confiscated for 48 hours says the Territory's hooning laws are rubbish.

He's calling for a special hooning area, saying it would get more hoons off main roads than fines and car impoundments.

Teal, 18, was the second Territorian to lose his car under the legislation after he was caught doing 64km/h in a 20km zone, on the weighbridge off Berrimah Rd, July 25.

"The problem I have is I tried to get away from suburbia, tried to get out where there's a quiet area - and the cops bust you anyway," he said.

"There should be a designated area ... if you don't give them somewhere to do it, then they're just going to do it in suburbia."

The NT Government introduced the laws this year in a crackdown on dangerous driving - and hoons can lose their cars permanently for a third offence in three years.

A driver can be pegged a hoon if they take part in street races, do burnouts or damage the surface of a road or a public place.

The apprentice from Darwin's rural area - who admits to exceeding legal speed limits at times - reckons the hooning definition is too loose.

"If you're doing it in suburbia, going high speeds ... then that's hooning," he said.

"But if you're away from everyone and you come a cropper, and only kill yourself, then that should be tolerable. It's different."

Teal was charged with breaking the speed limit and damaging the road surface.

His Ford Falcon was impounded and he is paying off with $905 in towing fees and fines.

The teen also objects to the fact that the legislation doesn't require police to observe hooning.

Police spokeswoman Amy Sloan said people reporting hooning had to go to the station and submit a statement, which was like a statutory declaration.

Teal hopes people will listen to him, but doesn't rate his chances.

"I've been labelled a hoon and no one wants to listen."
