Far as i know you can, but i dont think it is something that has been come across by the federalis often enough for them to actually make a law for or against it. I know that you cant remove your factory handbrake or relocate it from its factory position, but im not sure about running a hydraulic one adjacent to it.
Thinking about doing the same thing, or just sneakily fitting a hydraulic one and covering it with the stock boot, so i wouldnt mind an answer from someone in the know too!

I just had the hydro alone in my car, hacked the centre console up enough so the master cyl etc where all hidden and the locking bar sat just outside of the centre console glove box so i could lock it on if need be (obviously always left the car in gear and never relied on the hydro to hold the car on its own as they all leak back).
DOT went over the car 2 times and asked what it was and i just said its an aftermarket handle and they didnt ask any more questions!
If you want to keep both tho, i would put the hydro in the standard position as you dont want the hydro to be in a harder to reach awkward place as that would be shit obviously.

You can't legally have only a hydraulic handbrake on a street registered car. To be legal you need a standard cable one and a hydraulic one, but as a few people said, you can often hide it a bit. But the cops will eventually catch on...

wat more do u want to know??
Yes u need to keep a mechanical way of keeping the car stationary
You may get lucky just running a hydro, i did...
You can keep both hydro and standard easily by moving the standard one across to the passanger side.
