Just so you know you will get good ping from anyone in Australia but your best pings will be when playing Sydney players..
Do a command in your command prompt if you want to understand this better. Type "tracert www.(whatever your internet providers website address is) you can see how long your ping delay is for every setp of the process, from your computer to your modem, modem to local exchange, local exchange to Sydney main exchange etc......
You should get a high 30ms ping to your ISP (which will usually have its main base in Sydney) based on what you have shown above. The Brisbane speed test you used above to get 67ms means it is taking 67ms to send your signal down to sydney & then back up to Brisbane, as thats what telstra, bigpond, optus, tpg etc all do...
Using the same speed test you do I get 40-41ms on an adsl connection. Using tracert I get (<1 to my router, it should always be this) 10-15ms to local brisbane exchange, 20-25ms to sydney exchange & ping rates increase from there.
The stupid thing about Aus internet setup is that If a person from Brisbane plays another person from brisbane because their signals all have to pass through Sydney they end up with the same ping rate as they would connecting to a person playing from Melbourne.
Sydney is Australias internet connection capital, the dirty cockroaches......
Are you using ADSL, or Cable ??
