how do i get this round effect ive seen it a bit with car wheel turned at 45 degress, picture taken straight onto that and everything revolves around it

What's a decent quality fish eye lens for someone that's on a budget? Also - online purchasing would be nice.

Your best bet is to go to a camera shop and have a look at them and see how wide you want your lens to be. Just a wide-angle or a real fish-eye lens. There is a big difference.

Ultra-wides like what Tyson is pimping give a fish-eyed look because of the wide lens, angle of view (getting up close) and barrel distortion is always present in these wide lenses but it doesn't really matter because they're so wide anyway.
When talking fish-eye you can get two types, framed and circle. I prefer framed as it technically crops the pic by the sensor by being so wide where as the circular - if i remember right - isn't as wide so it makes the whole circle in the frame.. So basically framed looks like the shot above and circle you see the whole thing and it's vignetted by the sensor so it's like a ball of image on a black rectangle.. err.. yeah that's right..

Should've said I'm with Tyson. UW > Fisheye.
You have some zoom with an UW where as fisheye's are primes. Tokina actually have a few and the Sigma 10-20 is also a popular offering.

but it's a fisheye lens.
Remember though, if you have a crop body sensor, the effects of fisheye are significantly less unless you have a fisheye lens designed for a crop sensor. I think Nikon have one?

Yeah it's one of those party-bag tricks that you can't overuse, or else people start wanting to slit their throats if you show em a gallery full of fisheye shots.

Now that shot there by tangcla is really nice. The rim is the main focal point and i'ts good cause the 4x4 looks like it's a stocker. Notice I said "looks"
