Engine Hardware isnt allowed to protrude above the bonnet line because it is a Hazard to a pedestrian if you hit one....... Same reasons for No guages allowed on the cowl.

Through bonnet supercharging is illegal for a number of major reasons of which colour and reflection have no grounds

Exceed maximum allowable bonnet projection ( requires 11.0m clear vision from drivers seat cross over left hand head light to footpath ) , protruding hazard dangerous to pedestrians , compromised fire barrier to the engine compartment ( in the event of backfire etc ), compromised structual integrity of body panel ie bonnet.

Then you roll into the assorted pollution violations followed by exceeding engine / vehicle design limits in many cases
