depends a lot on the plates you are cutting or bending.

many years ago I worked for DASFLEET (Dept of Administrative Services) in the car rental side and we cut up govt plates on a regular basis once they were done with them,in fact we were not supposed to leave enough of a plate intact so that it could be used again.

They were cut in three parts and separated into different bins to be dumped separately.

From memory all the defence forces of Australia do same with their used plates.
